On 23 July 2015, the Estonian MFA together with the Estonian Foreign Policy Institute will organize a symposium dedicated to the 75th anniversary of Sumner Welles Declaration which affirmed the US non-recognition policy towards the Soviet occupation and annexation of Estonia. Inter alia supported by this significant state practice, the independence of the three Baltic States was restored in 1991 based on the principle of state continuity, i.e. it was not a case of usual secession but a de facto restoration of statehood which had not vanished de jure.
The speakers include the Estonian Minister of Foreign Affairs, Marina Kaljurand, as well as the US Ambassador in Estonia, Jeffrey D. Levine.
